Job Title: Finance & Administrative Assistant

Job Summary

  • The Finance/Administrative Support will manage all financial and administrative operations in the state, he will report to the G-ANC State Project Lead and the Finance Manager at the central office.
  • He will also support administrative and human resource functions related to the project including training and reports to the Finance Manager at the central office.

Team Purpose
The unit support program implementation in the sourcing and disbursement of funds, financial reporting, budgeting, and controls among these core functions listed below:

  • Manages the sourcing and efficient disbursement of funds from donors, managing bank accounts and overseeing money transfers from head offices to state offices, field offices, third parties, and program beneficiaries, processing cheques, reviewing payrolls and other payments.
  • Tracks all expenditures against budget and ensures costs charged to an award are reasonable, allocable, and allowable.
  • Ensures timely recording of all accounting transactions in the General Ledger
  • Ensure that bookkeeping and maintenance of accounting records are always accurate, substantiated, up-to-date, and sufficiently detailed.
  • Support the preparation of all donor-specific financial reports and management financial reports.
  • Ensures the security, relevancy, and applicability of accounting software in use.
  • Ensures all relevant Government Acts, Rules, and Regulations like provision of taxation, filing of Annual returns, withholding tax, Personal Income Tax, etc. are followed.
  • Implements relevant accounting standards, audit standards, and Generally Accepted Accounting Practice
  • Implements all Financial and Accounting Policy Manual, Human Resources, and administrative guidelines to the extent applicable to finance and accounting.
  • Implements all donors and country-specific internal policy guidelines and coordinates financial reviews and audits.

Specific Duties & Responsibilities

  • Manages the financial operations in the State office, monitor field expenses per individual grant, and ensure compliance with the relevant rules and regulation and /or other grant financial Management policies.
  • Assists the implementation of appropriate systems and controls that provide for funds accountability, complete documentation, and accurate reporting.
  • Conducts offsite and on-site reviews of state office financial records and internal control systems.
  • Supports the provision of timely and accurate periodic financial and management reports for the project.
  • Maintains financial system with up-to-date data at the state office for consolidation of information and reporting to the Central office.
  • Conduct financial analysis and review detailed financial reports and statements.

Qualifications & Experience

  • Bachelor’s Degree or equivalent in Business Administration, Accounting, Finance, or in a related field with membership and part certification in a professional association i.e., ICAN, ACCA, or recognized equivalent. Is a requirement.
  • Minimum of two years in financial management, accounting, and administration working experience with an international NGO working with USG funding is an added advantage.
  • Working knowledge of USG rules and regulations including HSS grant policy,45 CFR 75, A122 other donor regulations, and GAAP (Generally Accepted Accounting Principles)
  • Ability to work independently with minimal supervision, to be able to accept and discharge substantial responsibilities, prioritize work assignments, and meet deadlines.
  • Demonstrated knowledge of Tally 9 ERP accounting software for reporting purposes and proficiency with Microsoft Office, Outlook, and other computer-based applications.
  • Strong written and verbal communication skills combined with the ability to work collaboratively with program staff and stakeholders across organizational boundaries.
  • Ability to work independently with minimal supervision, to be able to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.
  • Ability to work effectively in a team and independently, with strong organizational and time management skills.
  • Knowledge of ethical considerations in research and evaluation.
