Arizona COVID-19 Educational Recovery Benefit (ERB) for Students
The COVID-19 Educational Recovery Benefit (ERB) will fund up to $7,000 per student for needs related to child care, transportation, online tutoring, and tuition.
In addition to meeting income requirements (household income must be at or below 350% of the Federal Poverty Level), parents and families applying for program funding must demonstrate that their current school is isolating, quarantining, or subjecting children to physical COVID-19 constraints in schools, such as requiring the use of masks or providing preferential treatment to vaccinated students — contrary to the provisions established in Laws 2021, Chapter 404, section 12.
Applications will be reviewed and awarded in the order they are received on a rolling basis with fully completed and highest need (based on household income) applications receiving priority. Students currently enrolled in an Empowerment Scholarship Account (ESA) are ineligible to receive this grant.

Eligibility
Parents/guardians whose students are subject to K-12 public school actions that are not compliant with the provisions of Laws 2021, Chapter 404, including isolating, quarantining, or subjecting children to physical COVID-19 constraints in schools, such as requiring the use of masks or providing preferential treatment to vaccinated students.
Eligibility:
- Applicants must demonstrate that their
- student’s prior school is not compliant with the provisions of Laws 2021, Chapter 404, by unnecessarily isolating, quarantining, or subjecting children to physical COVID-19 constraints in schools, such as requiring the use of masks or that students become vaccinated (a copy of the school’s policy or other official school-based communication demonstrating non-compliance will suffice)
- student is intending to transfer, in the process of transferring, or has transferred to a school compliant with the provisions of Laws 2021, Chapter 404
- student is not currently in an Empowerment Scholarship Account (ESA) Program
- student is within school age as established by A.R.S. § 15-821
- household income falls at or below 350% of the Federal Poverty Level (FPL)

Required Application Documents
- Proof of 2021-2022 school-year student enrollment, on or before August 17, 2021 in an Arizona K-12 public school that is not compliant with the provisions of Laws 2021, Chapter 404.
- Proof of 2021-2022 school-year student enrollment, after August 17th, 2021 in an Arizona K-12 school that is compliant with the provisions of Laws 2021, Chapter 404. If documentation of student enrollment is not readily available, the application will continue to be processed and preliminarily awarded. Applicants will need to provide proof of enrollment in a compliant school within 10 business days of the preliminary award.
